Microblading

Medical Micropigmentation, as defined by Oklahoma law [Title 63 § 1-1451] recognizes a medical procedure which any color or pigment is applied with a needle or electronic machine to produce a visible permanent mark through the skin above the jawline but to also include repigmentation of other areas involving reconstructive surgery or trauma.

Microblading is not specifically defined in Oklahoma Statute; however, the procedure is recognized by the national Society of Permanent Cosmetics Professionals (SCPC) to be “cosmetic tattooing” regardless of the many terms for the procedure. It is a practice of inserting ink under the skin with a grouping or configuration of needles. 

The Oklahoma Board of Medical Licensure and Supervision regulates medical procedures in the State of Oklahoma. Any use of sharp surgery, heat, cold, abrasion, laser, chemicals, injection/placement of substances subcutaneous, or the use of FDA approved devises is recognized as the practice of medicine as defined in the Oklahoma Statute Title 59 § 492.  As such, any type of medical procedure must be supervised by a licensed physician. The Oklahoma State Board of Cosmetology and Barbering (OSCBC) regulates all cosmetic procedures occurring in a licensed salon. Per Oklahoma Administrative Code (OAC) Section 175:10-7-29, any service, product or device that affects any more than the dead skin cell layer is beyond the scope of practice allowed by any cosmetology licensed individual. To perform any procedure producing a visible permanent mark under the skin with the application of a needle or electronic machine requires the person to be a Certified Medical Micropigmentologist.
