An EVV Townhall will be held on March 18, 2026, at 2:00 p.m. Entities involved in EVV compliance and oversight, including Provider agency leaders and workers, as well as case managers, are encouraged to attend. The meeting will be held virtually on Zoom.

EVV AT A GLANCE

According to the Cures Act, all states must require EVV use for all Medicaid-funded personal care services by Jan. 1, 2019, and Home Health by Jan. 1, 2023. Otherwise, the state is subject to incremental Federal Medicaid Assistance Percentage (FMAP) reductions up to 1% unless the state has both made a “good faith effort” to comply and has encountered “unavoidable delays."


WHAT IS EVV?

EVV is an electronic scheduling, tracking, reporting and billing system for in-home care providers. It is a paperless, web-based system that also provides real-time access to information needed for member services management. EVV verifies that the worker is present in the member’s home, records the service performed and compares it to services authorized in the plan of care.


HOW DOES EVV WORK?

The Cures Act is very specific about the components that must be captured. Utilizing the member’s home phone or a smartphone (app), the worker will be able to complete the following:

  1. Type of service provided
  2. Name of individual receiving services
  3. Date of service delivery
  4. Location of service delivery
  5. Name of individual providing service
  6. Start and end times of service

From the telephone/mobile app interaction, an EVV generates a claim. After the provider reviews and approves it, the claim is submitted electronically for payment.
