APA WF # 25-28 A&B DDS

The proposed policy changes are being promulgated as Permanent Rules.

The Oklahoma Health Care Authority (OHCA) is proposing revisions to reflect updates to Developmental Disabilities Services (DDS) policy related to skilled nursing, assistive technology, transportation, employment, and self-directed service provisions. Minor updates clarify that Oklahoma Human Services DDS registered nurses may be involved in waiver skilled nursing services. Additional revisions add a new section on assistive and enabling technology, increase annual transportation limits, and clarify service definitions and rate structures for employment and self-directed services. Overall updates improve alignment with current practice, strengthen consistency across DDS program rules, and expand flexibility for members receiving Home and Community Based Services (HCBS) waivers.

Please view the draft regulatory text here and submit feedback via the comment box.

Pursuant to 75 O.S. §303(D), a rule impact statement will be posted here beginning December 30, 2025. Individuals may also request a copy using the comment box, and the statement will be provided on December 30, 2025.
