Robert Blackwell
Chief of Right-of-Way & Utilities
Robert Blackwell was named Chief of Right-of-Way & Utilities in July 2015.
Blackwell began his career with ODOT in 1984 as a drafting technician in Roadway Design and became Roadway Design squad supervisor in 1998. Blackwell then moved to the Right-of-Way & Utilities in 1999 and was selected as acquisition manager in 2002. He became operations manager for Right-of-Way in December 2013 and held that title until his current position as Chief of Right-of-Way & Utilities.
Blackwell attended the University of Oklahoma and holds an associate’s degree from Rose State College. He and his wife, Kathy, live in Moore and have three children, daughter Leigha and two sons, Ryan and Corey.
