Dawn Sullivan serves as the Oklahoma Department of Transportation’s Deputy Director, overseeing the day-to-day administration and strategic planning for the department, including Finance, Administration, Planning, Government Affairs, and Multimodal which includes Transit, Rail and Waterways programs for the State of Oklahoma.
With more than 35 years dedicated to the department, Sullivan began her career as a summer engineering student intern at the Sand Springs Residency in 1988 and continued as a student engineer as part of the OU Bridge Design Squad. Sullivan has served in technical and leadership roles in the agency, including Roadway Design, Planning & Research and established ODOT’s first Environmental Programs Division in 2007. In 2016, she was named the Director of Capital Programs, with responsibilities over the delivery of ODOT’s Construction Program, Local Government programs, as well as planning and performance management of the Highway Program, until becoming the Deputy Director in 2019.
Sullivan is a founding member of Women’s Transportation Seminar International, Oklahoma Chapter, and was named the chapter’s Woman of the Year in 2020. She has served as the co-chair for the Oklahoma State Transportation Innovation Council, and as Advisory Board Chair for the Southern Plains Transportation Center. She is a Certified Public Manager, and has certification from the National Transportation Advanced Leadership Institute. She currently serves as Oklahoma’s representative on several American Association of State Highway and Transportation Officials (AASHTO) Committees.
Sullivan has her Bachelor of Science degree in Civil Engineering from the University of Oklahoma (BSCE 1990) and has been an Oklahoma Registered Professional Engineer since 1995.
Sullivan and her husband, Kenny, reside in Norman. They have four children and five grandchildren.
