House Bill 2164
Beginning Nov. 1, all certified procurement officers (CPOs) must follow the requirements outlined in House Bill 2164. This law adds new compliance obligations and increases penalties for violations related to state purchasing activities.
One key change in 74 O.S. § 85.42(B) is that each contract, amendment, renewal, extension or change order must include a certification from the agency’s chief executive officer stating that no known employee or officer with a pecuniary, personal or financial interest took part in any manner in the development, approval or negotiation of the contract through influence, decision, recommendation or otherwise.
New public supplier search query
OMES Central Purchasing has released a new public supplier search query in PeopleSoft: OMES_VENDOR_CHECK_UPDATE
This enhanced query allows users to search by either supplier ID or tax ID and returns key supplier details, including:
- All associated locations.
- Addresses linked to each location.
- Banking availability status.
This update supports greater transparency and ease of access for agency staff.
New procurement exemptions added
A new exemption has been added to the procurement exemptions list to address the pass-through of state funds, and an existing exemption has been updated to specify federal funds.
Open statewide contracts
SW1066 for learning management software and student information systems is currently open for solicitations.
The bid solicitation process helps new suppliers join statewide contracts, driving value for Oklahoma.
