Commercial Driver License

Endorsements or restrictions may be added to Commercial Driver Licenses or Permits. To study specific endorsement or restriction sections, download the CDL Driver Manual below.
 

Commercial drivers who drive certain types of vehicles or haul certain types of cargo must add endorsements to their CDL licenses or permits to show that they have the specialized knowledge required for these operations.

Steps for All Endorsements


One

Prepare for the written test

Study the relevant sections of the CDL Driver Manual around the endorsement that you are wishing to add. Unless you are taking the endorsement test at the same time as an original CDL general knowledge test, the information you are tested on will be specific to the endorsement. 

Two

Prepare and bring the following to your appointment:

  • Primary ID  — view the list of acceptable primary identification documents
  • Proof of Oklahoma residency — View the list of all acceptable residency documents
    • or 2 valid Proofs of Oklahoma residency — Required for REAL ID
  • Current valid Oklahoma CDL
  • A valid Medical Examiner’s Certificate (DOT medical card), if you plan to operate in non-excepted interstate commerce (i.e. leaving Oklahoma with CDL vehicles)
Three

Take the written test

Start your application by taking the CDL written test in person at a Licensing and Exam office. Most locations offer walk-in services and appointments.

A temporary license will be printed for you at the test site. The official CDL with the added endorsement will be mailed to you within 14-21 days of successfully passing your written test.

Four

Get your CDL Permit

Once you have successfully completed and passed the necessary written tests for the P or S endorsements, you will be issued a CLP (Commercial Learner Permit). You must hold this permit for 14 full days (not counting the day of issuance) before taking the CDL drive test.

 

The CDL permit may include restrictions.


Five

Take the CDL Drive Test

To make a CDL drive test appointment after holding your permit for 14 days, you will need to call the CDL scheduling phone number at 405-425-2196. Have your Driver License number and your availability ready when you call to schedule an appointment. A complete drive test usually takes about two hours. 

 

You may also schedule a CDL drive test with a third-party examiner. Third-party examiners can administer drive tests to most applicants applying for a Class A, B, or C commercial driver license (some restrictions may apply). 


After the Test

Once you have successfully completed all the requirements of the CDL drive test, the Examiner will stamp your DL18 certificate (the certificate you received after passing the written portion of your CDL test). You will need to bring this certificate to any Service Oklahoma Licensing Office location. 

Appointments are not required to print your license after successfully passing the drive test.

Frequently Asked Questions

Yes, you can be administered an endorsement test during the same appointment as your general CDL written test.

You are required to hold a Medical Examiner Certificate (DOT Medical Card) if you operate, and have self-certified as, Non-Exempted Interstate commerce (NI). If you are not sure what your self-certification status is, click here to learn more about them.

Many drivers who are qualified to drive Class A vehicles may wish to pull double or triple trailers. Research shows that considerable additional knowledge and skill is necessary to safely pull double and triple trailers in various traffic conditions and driving environments. Consequently, adding the endorsement to the licenses of Class A drivers is necessary if they wish to pull double or triple trailers. A special knowledge examination on the problems associated with pulling multiple trailers must be passed. 

Drivers of any commercial motor vehicle that is designed to transport any liquid or gaseous materials within a tank or tanks having an individual rated capacity of more than 119 gallons and an aggregate rated capacity of 1,000 gallons or more that is either permanently or temporarily attached to the vehicle or the chassis must obtain this endorsement. Applies to Class A, B and C (only applicable to Class C if the vehicle is hauling hazardous materials) vehicles. Liquids in bulk cause driving control problems because the cargo is heavy, prone to shifting, and has a high center of gravity. These drivers must pass a special knowledge examination on the problems posed by large volume liquid cargos to add the endorsement to their CDL/CLP.

Drivers who wish to drive a vehicle having a design capacity to carry 16 or more people, including the driver, must add a passenger endorsement to their CDL/CLP. They must pass a special knowledge examination on safety considerations when transporting passengers and must pass skills tests in a passenger vehicle. The endorsement applies to applicants who wish to drive a bus in any class (A, B, or C). 

Any driver, regardless of the vehicle Class/Group (A, B, or C) who wishes to haul any material that has been designated as hazardous under 49 U.S.C. 5103 and is required to be placarded under subpart F of 49 CFR part 172; or any quantity of a material listed as a select agent or toxin 42 CFR Part 73 must add a hazardous materials endorsement to their CDL. S/he must pass a special written examination on how to recognize, handle, and transport hazardous materials. The Transportation Security Administration (TSA) and the US Department of Transportation require background checks on commercial drivers who are certified to transport hazardous materials. The background checks include a review of criminal, immigration, and FBI records. If the driver is found to represent a security threat, TSA will notify the person and the state will deny issuance of an endorsement.

Drivers of tank vehicles who haul hazardous materials or waste in amounts requiring placards must add an X endorsement to their CDL, showing that they have passed the special knowledge examinations for both tank vehicles and hazardous materials.

Drivers who wish to drive a school bus, must add a school bus endorsement to their CDL/CLP. They must pass a special knowledge examination on safety considerations when transporting passengers in a school bus and must pass skills tests in a school bus. The endorsement applies to applicants who wish to drive a school bus in any class (A, B, or C).

How to Remove a Restriction


One

Prepare and bring the following to your appointment:

Visit a Service Oklahoma Licensing Office

The requirements to remove a restriction from your CDL or CLP differ depending on the restriction. To remove a restriction, visit a Service Oklahoma Licensing Office and the Examiner will guide you through your individualized process.  You can schedule an appointment over the phone, or walk-into a Service Oklahoma location. Many Service Oklahoma testing facilities provide walk-in services and appointments.
 


Frequently Asked Questions

A No Manual Transmission (E) restriction is added to your license when you perform the skills test in a vehicle equipped with an automatic transmission. This shows that you are restricted from operating a commercial motor vehicle (CMV) equipped with a manual transmission.  

An Intrastate Only (K) restriction is added to your license when you certify your status as either non-excepted intrastate or excepted intrastate and will only be driving within the state of Oklahoma.

A No Air Brake Equipped CMV (L) restriction is added to your license when you do not take, or fail, the air brake component of the knowledge test, or perform the skills test in a vehicle not equipped with air brakes.

A No Class A Passenger Vehicle (M) restriction is added to your license when you apply for a passenger endorsement and perform your skills test in a passenger Group C CDL vehicle and are restricted from operating a passenger vehicle requiring a Group A CDL. 

A No Class A or B Passenger Vehicle (N) restriction is added to your license when you are applying for a passenger endorsement and perform the skills test in a passenger Group C vehicle and are restricted from operating a passenger vehicle requiring a Group A or B CDL. 

A No Tractor Trailer CMV (O) restriction is added to your license when you perform the skills test in a combination vehicle for a Group A CDL with the power unit and towed unit connected with a pintle hook or other non-fifth wheel connection and are restricted from operating a tractor-trailer combination connected by a fifth wheel that requires a Group A CDL. 

A CLP holder with a P endorsement is prohibited form operating a CMV carrying passengers, other that Federal/State auditors and inspectors, test examiners, other trainees, and the CDL holder accompanying the CLP holder as prescribed by 49CFR383.25(a)(1).

If the State is notified by the FMCSA that a medical variance has been issued to the driver, the State must indicate the existence of such a medical variance on the CDLIS driving record and the CDL document using a restriction code "V" to indicate that there is information about the medical variance on the CDLIS record.

A CLP holder with an “N” restriction may only operate an empty tank vehicle and is prohibited from operating any tank vehicle that previously contained hazardous materials that has not been purged of any residue. (You cannot test in a vehicle that is placarded for hazmat whether it has been purged or not per Oklahoma Administrative Code (OAC) 595:11-3-7 and 595:11-3-8).

If an applicant performs the skills test in a vehicle equipped with air over hydraulic brakes, the State must indicate on the CDL, if issued, that the person is restricted from operating a CMV equipped with any braking system operating fully on the air brake principle. For the purposes of the skills test and the restriction, air over hydraulic brakes includes any braking system operating partially on the air brake and partially on the hydraulic brake principle. (Even if it is air over hydraulic, you are still required to take the air brake written test.) 

You are required to hold a Medical Examiner Certificate (DOT Medical Card) if you operate, and have self-certified as, Non-Exempted Interstate commerce (NI). If you are not sure what your self-certification status is, you can learn more about them here.
