- Air Travel policy exempts breast milk from the 3-1-1 Liquids Rule. Moms can carry a copy of this policy to show TSA staff that expressed breast milk is allowed as a carry on. A breast pump is considered a medical device and does NOT count as an additional carry-on. Avoid checking it to prevent damage or loss. Moms can also contact their individual airlines about breast pump regulations. If you feel there is an issue, ask for a supervisor or manager or contact TSA directly:
