OCC Licensed Tester Information
Effective October 1, 2024, rules will require any individual who tests a UST and/or AST system to be an OCC Licensed Tester. The OCC Tester application is now available along with a Certification Update form. The PST Scheduling Form now includes all new required testing options.

Effective October 1, 2022, the colors on tank fill lids that designate the type of fuel stored in petroleum storage tanks that are regulated by the Oklahoma Corporation Commission must be in accordance with API RP 1637 Color Symbol System.
MISSION STATEMENT
Protect human health, safety and the environment by preventing releases of petroleum products from aboveground and underground storage tanks; and reduce, mitigate and eliminate the threats posed by petroleum products released from storage tanks.
The Petroleum Storage Tank Division (PSTD) enforces state and federal regulations which pertain to aboveground and underground storage tanks that contain antifreeze, motor oil, motor fuel, gasoline, kerosene, diesel, and aviation fuel.
PSTD comprises four departments:
- Accounting
- Administrative
- Compliance and Inspection
- Technical
PSTD Fuel Inspectors check the calibration of fuel pumps to ensure customers are receiving the accurate amount of fuel at each purchase. Inspectors also check octane levels and assist tank owners with proper release detection methods.
PSTD also administers the Indemnity Fund, created by the Legislature in 1989 to assist storage tank owners meet a requirement for financial responsibility associated with petroleum storage tanks and leaking tanks.
How to Report a Fuel Release
All petroleum storage tank system owners, operators, their employees or agents, or transporters must report to PSTD within 24 hours of discovering any substances, conditions or monitoring results that indicate a release may have occurred using the link provided above; or by telephone at (405) 521-4683 or 1-888-621-5878.
