Public Utility Division
The Public Utility Division works to ensure safe and reliable utility service at fair, just and responsible rates.
PUD administers and enforces Federal law, State statutes, agency rules and orders involving some service providers for these areas:
- Electric
- Gas
- Water
- Cotton gin
- Telecommunications
- Electric Vehicle Charging Stations
- Hydrogen Fuel Production Facilities
- Oklahoma Wind Energy Facilities
- Renewable Energy Recycling Facilities
PUD also administers the Oklahoma Universal Service Fund and regulates Pipeline Safety in Oklahoma.

Southwest Power Pool
SPP is the Regional Transmission Organization (RTO) that serves Oklahoma and in which Oklahoma energy utilities participate. Given its significant impact and contribution to Oklahoma energy services, PUD is providing this educational information.
