Immunization Message Submissions for Meaningful Use 

Effective October 1, 2018, the Oklahoma State Department of Health will be onboarding providers for the submission of Immunization (VXU) messages.  If you are interested in onboarding with us, please email us at MeaningfulUse@health.ok.gov

The Oklahoma State Immunization Information Service will be receiving submissions of immunization data from eligible hospitals and providers using the latest HL7 v2.5.1 VXU messaging specification which can be found at the following link: http://www.cdc.gov/vaccines/programs/iis/technical-guidance/downloads/hl7guide-1-5-2014-11.pdf.  Additional information is available at http://www.cdc.gov/vaccines/programs/iis/technical-guidance/downloads/hl7-clarification-R6.pdf

OSDH has developed a new registration website for Public Health Meaningful Use measures and objectives. 

Process for Submitting Test Messages to OSDH

1. To begin the process of submitting immunization messages, please review tutorial on how to register and then submit registration using the link* provided below.

2. Once the registration form is received and processed, your registration will be placed in the queue with other registrations. You will be contacted by an OSDH representative to schedule the kickoff meeting.  The kickoff meeting will be held via teleconference and you are required to include your vendor and HIE representative (if applicable) in the teleconference.  Failing to include your vendor and/or HIE representative, will require placing your registration back into the queue and the kickoff meeting will be rescheduled at a later date..

3. Communication during the testing period is conducted via email with occasional phone calls. If you have any additional questions, please refer to the FAQs or send an email to MeaningfulUse@health.ok.gov

Stage 1 vs. Stage 2

The following tables contain immunization requirements for stages 1 and 2. 

Eligible Professionals (EPs)

Stage 2

The following tables detail the Public Health Stage 2 Immunization Objective: 

Immunization Measure and Exclusions for Eligible Professionals (EPs) and Eligible Hospitals (EHs) and CAHs

Objective Capability to submit electronic data to immunization registries or immunization information systems except where prohibited, and in accordance with applicable law and practice
Core Measure Successful ongoing submission of electronic immunizations data from certified EHR technology (CHERT) to an immunization registry or immunization information system for entire EHR reporting period (unless new registries are capable)
Exclusions
  1. The EP, EH or CAH does not administer any of the immunizations to any of the populations for which data is collected by their jurisdiction’s immunization registry or immunization information system during the EHR reporting period.
  2. The EP, EH or CAH operates in a jurisdiction for which no immunization registry or immunization information system is capable of accepting the specific standards, required for CEHRT at the start of the reporting period.
  3. The EP, EH or CAH operates in a jurisdiction where no immunization registry or immunization information system provides information timely on capability to receive immunization data.
  4. The EP, EH or CAH operates in a jurisdiction for which no immunization registry or immunization information system that is capable of accepting specific standards required by CEHRT at the start of their EHR reporting period can enroll additional EPs, EHs or CAHs.

(The second exclusion will not apply if an entity designated by the immunization registry or immunization information system can receive electronic immunizations data submissions.)
